Audit of Murray-Darling Basin Cap Data Management Systems

In response to concerns expressed about the quality of data submitted for Schedule F of the Murray-Darling Basin Agreement, the Murray-Darling Basin Commission (the Commission) commissioned Marsden Jacob Associates to undertake an audit of river diversion and intervalley water trade measurement and reporting systems employed by water agencies in New South Wales, Victoria, South Australia, Queensland and the Australian Capital Territory and by the Commission.

The overall aim of the Audit is to examine the respective Data Management Systems of the States and the Commission with a view to aligning these diverse individual Data Management Systems to meet the Cap reporting requirements. The alignment does not imply integrating or merging different Data Management Systems together into one whole. The intention here is to have consistent Data Management Systems capable of meeting the Cap reporting requirements.

The following report documents the Audit findings across the range of diversion monitoring and reporting activities from individual meter reading through to reporting to the Commission. The report also provides a series of recommendations against each major finding.
